The criterion for issuance of a registration by the Director shall be compliance by
the motor vehicle repair shop with all of the applicable provisions of this article
and submission to the Director of a completed application for registration and applicable
fees. A registration may be issued by the Director subject to such conditions, restrictions,
and limitations imposed by the Director as the Director deems necessary to protect
consumers and customers, provided said conditions, restrictions, and limitations are
consistent with the provisions of this article. Violation of such a condition, restriction,
or limitation of a registration shall be a violation of this article.
