It shall be unlawful for any person, firm, corporation or business establishment to
make a charge for cashing checks, regardless of whether the charge be in the form
of a required cash payment or a deduction from the proceeds of the check, without
displaying, in a conspicuous place near the cashier, a sign printed in a plainly legible
fashion setting forth the schedule of charges therefor.
