It is hereby declared that the land area described in Section 33B-13 is an area of significant environmental and natural resource value to Metropolitan
Miami-Dade County, Florida, and is inextricably related to the health, safety and
welfare of the present and future inhabitants of, and visitors to, Metropolitan Miami-Dade
County and, as such constitutes an area of critical environmental concern in Metropolitan
Miami-Dade County.
