The Committee shall have the authority to re commend, to all levels of government
and to the private sector, appropriate procedures to be utilized and to help the event
run in a smooth and efficient manner. In addition to making recommendations to governmental
entities the Committee shall have the power to recommend to the private sector appropriate
procedures for the private sector to follow in order to enhance the image and reputation
of South Florida as a major location for holding the 1989 Super Bowl. If necessary,
the Committee shall have the authority to incorporate as a not-for-profit corporation
pursuant to Section 5.01(c)(3) or (6) of the Internal Revenue Code and shall have the power to transact business
as any other private, not-for-profit corporation.
