There is created a merit system of personnel administration for the County, which
system shall be based on merit principles and scientific methods governing the selection,
appointment, promotion, transfer, lay-off, removal, discipline, and welfare of the
employees of the County, and other incidents of County employment. All appointments
and promotions in the County merit system shall be made solely on the basis of merit
and fitness.
