§ 28A-1. Legislative intent.

  • The intent of the County Commission in enacting this chapter is to accomplish the following goals and purposes at the Port of Miami:

    (1)

    Improve security.

    (2)

    Retain certain of the present identification procedures, and adopt certain new procedures providing greater security protection.

    (3)

    Curb theft and fraud within Miami-Dade County relating to goods or merchandise constituting freight or cargo within the Port of Miami.

    (4)

    Establish rules and regulations governing seaport security and operations.

    (5)

    Preserve the public peace by preventing crime, detecting, arresting and prosecuting violators of Chapter 28A of the Code of Miami-Dade County, and protecting the rights of persons and property within Miami-Dade County.
